ALSU seeks explanation from CS

ITANAGAR, Nov 05: The Arunachal Law Students’ Union (ALSU) today sought explanation from Chief Secretary on non-constitution of the State Food Commission under National Food Security Act, 2013. ALSU, in a release, claimed that the Department of Food and Civil Supplies being the nodal agency for implementation of the Act has attempted twice through their Cabinet note to place before the state cabinet for constitution of the State Food Committee after obtaining approval from the Chief Minister. But, the Chief Secretary allegedly did not allow the matter to be listed in the agenda.

ALSU apprehended that implementation of the Food Security Act without constitution of the Food Commission would encourage malpractice.

 

Agents oppose bail to accused

ITANAGAR, Nov 05: The aggrieved agents of Jivan Suraksha Consultants and Rural Estates Development Ltd. have demanded the Itanagar Capital Complex Magistrate to not grant bail to Bipul Borah, the self-styled Regional Manager of the Company, under any circumstance. According them, the hearing of the bail plea of the accused will be held in the court of Deputy Commissioner, Capital Complex Itanagar tomorrow.

The agents have also appealed Police to arrest all the accused and file charge-sheet against them at the earliest.

The accused Bipul Borah was arrested by police on October 10.

According to them, the accused and his accomplices collected huge amount to the tune of Rs four crore from customers through agents with a promise to return the amount after maturity with interest.

Later, they absconded with the collected money.

 

DPGC celebrates Annual Week

ITANAGAR, Nov 05: Herodotus House was declared overall champion in the XVIIth College Week of Donyi Polo Government College, Kamki.

The House won the boys football, volleyball; boys double badminton, girls single and double badminton championships and finished runners up in girls  volleyball. The house was also adjudged the best literary and disciplined House.

Tobi Riba was crowned with “Miss College of DPGC Kamki.’

The valedictory function yesterday was attended by Nyiken Lollen, ADC, Kamba and Deli Kambu, EE, RWD, Aalo.

Addressing the students, the ADC, in his brief speech, appealed to the students and faculty members to cooperate with the principal for all round development of the college.

Principal Dr. Rejir Karlo and all other faculty members attended the programme.

 

DA clarifies

KOLORIANG, Nov 05: While responding to the Koloriang People’s Forum’s allegation over non release of payment to contractors against the Damin-Panyasang BADP road, Kurung Kumey district administration has clarified that 50% of the fund against the BADP additional schemes, including three BADP road projects – Sarli-Polosang, Koloriang-Chello via Nyollo, and Damin-Paniasang – were released by the administration ‘prior to receiving the details of PIL No 23 of 2013 filed by one Karbu Bengia.

‘But on receiving the high court’s order the payment of all the additional BADP schemes of Koloriang, Damin and Parsi Parlo was stopped,’ the district administration said in a press release.

The PIL contained specific allegations over the Damin-Paniasang road (Phase III) under Damin CD block; therefore, the GoAP, on receiving a request for directive from the administration, authorized releasing the payment against only those BADP schemes which were not specified in the PIL.

‘Since the amount for the work in question has been withheld in consequence of the PIL filed by Bengia himself, the petitioner should make a written request to the HC through his legal counsel for release of payment, and not to the state government,’ the release said.

 

Bandh deferred

ITANAGAR, Nov 05: The proposed Capital Complex bandh called on November 10 by All Arunachal Contractor’s Welfare Association (AACWA) has been deferred by one day to November 11 after the management of Abo Tani Vidya Niketan, Pachin Colony, Naharlagun appealed to AACWA to defer the bandh as the bandh will hamper its state level mothers, teachers and students interaction programme scheduled on the same day (November 10) .

 

AAPYO seeks full-fledged DDSE at Koloriang

ITANAGAR, Nov 05: All Arunachal Pradesh Youth Organization (AAPYO) has demanded a ‘full-fledged’ DDSE for Kurung Kumey district.

In its letter to the Education Minister, AAPYAO claimed that there has been no ‘full-fledged’ DDSE in the district since long.

 

Awareness prog on water and sanitation conducted in Kurung Kumey

ITANAGAR, Nov 05: As part of its month-long campaign to ensure better access to safe drinking water and improved sanitation facility in Kurung Kumey district, a series of awareness cum workshop on water & sanitation have been conducted at Sarli, Koloriang and Sangram last month.

The district consultant, M&E cum MIS, explained the objective of Nirmal Bharat Abhiyan & National Rural Drinking Water Programme through PowerPoint presentation during the campaign.

At Koloriang, the senior teachers from Govt. Hr. Sec. School spoke about the importance of proper sanitation practice and individual household latrines.

At Sangram, ASM Giogi Laring of Byasi Panchayat has advised the participants to avail benefits of such awareness programme.

At Sarli, the programme was attended by ASM Yangfu Yaji.

 

Consultative meeting held to discuss bogus voters

ITANAGAR, Nov 05: A consultative meeting of all political parties and PRI leaders of 18-Palin Chambang Assembly Constituency to discuss about double/bogus voters was held at Nyokum Hall, Palin on November one last.

Local MLA Takam Pario, former MLA Balo Raja and all the PRI leaders of the area attended the meeting.

In the meeting, all the attendants agreed to cooperate with electoral registration officer/assistant electoral registration officer to do away with the bugus/double voters’ registration to conduct free and fair election.

Electoral registration officer, Palin and assistant electoral registration officer Chambang, Gangte, Yangte, Tarak Langdi circle explained rules and procedures of Electoral Registration Act 1960, and action to be taken under section 31 of Representation of People Act, 1950, if any voter gives wrong declaration or false information during conduct of hearing to be held on November 11.

 

Plight of Govt. Sec. School Bilat

ITANAGAR, Nov 05: National Students Union of India (NSUI) Papum Pare district unit has appealed to the East Siang district authority to look into various problems of Government Secondary School Bilat.

A team of the NSUI unit, which recently inspected the school, claimed that the school building, girl hostel, kitchen buildings were in dilapidated condition and there was no provision of safe drinking water.

 

Annual Day celebration of Govt. College Seppa begins

ITANAGAR, Nov 05: Annual College Day celebration of Government College, Seppa began in a colourful manner at college premise today.

Various sports, literary and cultural competitions will be organized among the students during the College Week which will provide them a chance to show their talents.

Attending the opening ceremony, Deputy Commissioner Tarin Dakpe called upon the students to be disciplined, hard working and honest to achieve the desired goal in life. He suggested the students not to engage themselves in unproductive activities. He asked them to concentrate only in their studies. The DC also called for discouraging formation of numerous organizations in the district.

Later, the DC declared the College Week open by kicking off the football match between teams Takar and Polo House teams, in which the latter defeated the former.

Block Development Officer Chagam Dolo urged the students to not adopt unfair means in examination.

Earlier College Principal Robin Hissang highlighted the various problems and achievements of the college during the year. He further informed that annual college celebration has been divided into three houses, namely Donyi, Polo and Takar Houses.

 

Science teacher demanded

ITANAGAR, Nov 05: Claiming that Govt. Hr Sec School, Hija was unable to resume its science stream due to shortage of science teacher and lack of infrastructure, the Apatani Students Union Capital Complex- Itanagar (ASUCC-I) has urged the Director of School Education to post science teachers in the school immediately.

In its representation to the DSE, ASUCC-I informed that after upgradation of the school in 2008, the first batch (Class XI, Science) was shifted to Govt. Sec School, Hapoli for the want of science teachers.

 

DHS organizes awareness camp

ITANAGAR, Nov 05: The District Health Society (DHS) organized a day-long awareness camp on benefits of early and exclusive breast feeding and institutional delivery at Lumdung PHC yesterday.

The program started with a formal meeting  attended by Block Chairperson Papu Valley Yatit Natung and her team of PRI leaders, Head Gaon Bura Aja Natung and villagers of the area.

Dr. K Lapung, DRCHO, highlighted about the objectives of the program.

Dr. Tana Jesi, MD, District Hospital, Seppa explained in details about importance human milk and breastfeeding while Dr. Gedo Komchi, MO, PHC Veo explained on benefits of ANC,  hospital delivery and immunization of pregnant women and children.

Yatit Natung, Block Chairperson appealed to the villagers to follow the advice of the medical experts. Weighing machines were distributed to ASHAs by the Block Chairperson

Later, a baby show was organized where four best babies were awarded  prizes.

 

Arunachal Football League from Nov 9

ITANAGAR, Nov 05: The 2nd Edition of Arunachal Football League will start on November 9 at Rajiv Gandhi Stadium, Naharlagun.

Altogether nine top clubs of the state were invited of which only four clubs have confirmed their participation so far. The clubs, which confirmed their participation, are  Capital Complex Sporting Club, Bamang Taji Football Club, Todo United Football Club and Tagung Neri Sporting Club.

The winner of the League will represent Arunachal in the Division-II of I-League, North East Zone.

 

‘Kidnapper’ arrested by Seppa police

ITANAGAR, Nov 05: Seppa Police has arrested one Prasant Tamang from Santipur colony, Seppa for allegedly kidnapping a 17-year-old girl  on November two.  The police recovered the girl and handed her over to Behaguri Police Outpost, Tezpur Assam.

After being informed about the incident by Behaguri Police that one Prasant Tamang of Tippi, Bhalukpong had kidnapped one Rita Boro of Puttimari area under Behaguri Police outpost and was hiding in Seppa, Seppa Police under the supervision of SP Apang Tamut swung into action and arrested Tamang from Santipur colony and recovered the kidnapped girl. The arrested accused has been handed over to Behaguri Police, according to source.

Korang Sec. School celebrates Golden Jubilee

Siram stresses on balanced education

PASIGHAT, Nov 05: The Golden Jubilee of Korang Secondary School, East Siang has been celebrated in a befitting manner yesterday.

Addressing the huge gathering on the occasion, Education Minister Bosiram Siram stressed on balanced education and lauded the efforts of teaching community, who have been working tirelessly to spread the light of knowledge in the area. He urged the teachers to help mould the children’s future and imbibe in them the sense of patriotism right from their childhood.  

Saying that there is no substitute to hard work, he asked the students to devote their time in study only to achieve success in life.

He informed that sufficient textbooks, laboratory equipments and school uniforms have been provided to all the schools in the state. He assured to post sufficient teachers in Korang Secondary School and also the required funds for construction of boundary wall and toilets.

He claimed that his department has been able make a visible change in education sector by implementing RTE, Arunachal Pradesh School Education Act, Higher and Technical Act etc. He also informed that a lot of colleges are coming up to facilitate higher education at door-step.

The minister also informed that the students who secure 60% and above marks in Class X and Class XII CBSE examination will be awarded a laptop and cash awards of Rs. 10,000 each under Chief Minister’s Talent Award.  

Earlier, Takap Ringu, retired Chief Secretary, in his address highlighted the history of the school (Korang). Ringu, who served as teacher voluntarily in 1963, advocated for regular training of teachers to up-date themselves on their subjects in the interests of their students.

He appealed to all to protect wildlife and environment to maintain the ecological balance. Director of School Education Tapang Taloh lauded the contributions of Takap Ringu for development of the school. The DSE suggested the parents to create an atmosphere at home that is conducive for study for their children. While giving emphasis on value based education in school, Taloh suggested both teachers and students to maintain a cordial relationship.He assured the school authority to provide all possible help from his end in future. The written statement of co-accused in bomb planting case goes missing

ITANAGAR, Nov 05: Prominent RTI activist of the state Payi Gyadi has alleged that Judicial Magistrate First Class (JMFC)Talo Potom has manipulated with the hand written statement given by Rupam Wary, one of co-accused of the infamous bomb planting case. Gyadi, who is the chairman of NGO Sango Lamte Foundation (SLF), had filed an application through RTI seeking copy of hand written statement of the alleged accused Rupam Wary.

This revelation came to fore in the written communiqué of Sub-Divisional Officer Itanagar Capital Complex, A C Baruah while writing to Judicial Magistrate  First Class (JMFC)Talo Potom (letter no GR-211/2011 Dated Itanagar 30th October 2013).

The SDO (J) while informing JFMC Talo Potom that no hand written record is available in regards to bomb planting case urged him to take necessary action in this regard.

The SLF Chairman sought for a copy of the accused’s hand written statement under section 164 Cr.PC.

Meanwhile, armed with the copies of the two versions of the statement of the accused--both hand written and typed out--which was earlier taken by JMFC Talo Potom, the SLF chairman questioned where has the hand written statement gone missing. He fears that due to this new development the case might take new direction.

“There is two versions of same case. The hand written statement and computerized are quite different from each other.  In the hand written statement Rupam Wary clearly mentions about who had ordered him to plant bomb. The statement has signature of Talo Potom, JMFC Itanagar Capital Complex. However, now this hand written statement has gone missing from record and another totally different version has been submitted at court.

This is a very serious matter,” stated Payi Gyadi.

 

 

Chow Chali Mein - A Patriarch & Visionary

Every once in a while, a great man is born to a society whose destiny is preordained to do great things and leave a footprint for others to follow. One such great personality was Chow Chali Mein, a patriarch of the Mein clan of the Tai Khampti tribe, living in the fertile Lohit Valley of the North East Frontier Agency (now Arunachal Pradesh), who guided them to wealth and prosperity in an era when resources were scarce, administration was by the alien British monarchy, and the terrain, tough and unfriendly.

Born in 1886 in Chongkham village, Lohit district of the then NEFA, Chow Chali Mein was the eldest son of Chow Plang Hung Mein.  He was 6'2" tall, fair and handsome, and had an imposing personality.  He was physically very fit and strong.  Even today, elders in the community who had the good fortune of knowing him and associating with him closely, converse in awe about how he would lift his Humber cycle with one hand while swimming with his other, and cross the river. Due to lack of proper educational facilities at that time, he could not continue his formal education beyond 4th standard.   He studied in an Assamese medium school in Sadiya. He was intelligent and spoke twelve languages including English, and could have discourses at an intellectual level with not only the Assamese and other tribes, but with the British administrators as well. He was also fluent in reading and writing the Tai Khampti script.

Chow Chali Mein commanded immense respect amongst not only the Tai Khamptis, but people from other tribes and communities, and Burma (Myanmar) as well. He was popular among the Singphos and was close to the Singpho king Bissa Raja. Upon the demise of his first wife, he married the daughter of King Bissa Raja.  He possessed great wisdom and was honest and fair in all his dealings.  Chow Kannan Namchoom, the Tai Khampti King of Chongkham, held him in high regard and had tremendous faith in him and sent him as his emissary to attend Sabhas and meetings. The British administrators too trusted him and held him in high regard. The Tai Ahoms of Assam gave him the title of Bura Gohain giving him all the respect due to a statesman.

Due to his administrative skills and sound knowledge of  the traditional  Tai  Khampti  judicial system, he was  appointed  judge to settle disputes not only within the  Tai Khampti community, but disputes  arising between  Tai Khamptis and other tribes as well. The  Tai Khamtis have  a distinct and unique judicial process  laid down in the book called  Lek Thammasat (Book of Dhamma) written in the Tai Khampti script.  Before any hearing commenced, the judge, after chanting Buddhist prayers, would hold the Lek Thammasat on his head and take an oath to pass judgement as per the law. This is also known as Dharma Vichar.  There is no higher authority of appeal against a judgement passed invoking the provisions of Lek Thammasat.  Chow  Chali Mein was appointed  judge  and he sat in judgement over many disputes. His orders are said to have been fair and judicious, which were respected and adhered to not only by the Tai Khampti community, but also by other tribes and communities in case they were involved. It is said that even the British respected the judgements pronounced by Chow Chali Mein invoking Lek Thammasat. Chow Chali Mein was a wealthy agriculturist. He owned vast tracts of farm land in Chongkham, Alubari and Sunpura, where he cultivated the famous aromatic Khampti rice  and mustard.

Chow Chali Mein was a pioneer in industrialist during NEFA time.  Being endowed with astute business acumen, the British administration awarded him a contract to supply timber logs to the Assam Match Factory in Dhubri, Assam.  He sent the logs from Sunpura via Sadiya in rafts that floated down the mighty Brahmaputra River all the way to Dhubri. It took months for the timber to reach Dhubri. Thereafter, he single handedly set up the first industry in NEFA called Lohit Saw Mills in 1948 in Sunpura , Lohit District. There were very few saw mills in Assam in those days, and Lohit Saw Mills was one of them. He was one of the few merchants of his time who were given a license to saw and trade in timber products by the British administrators. He was honest to the core, and followed ethical principles while doing business.  As told by Khampti elders and his associates, he had the reputation of living up to his commitments and promises even in the face of personal loss.

The Americans who were in Assam during the Second World War also knew him well and  regarded him as a reliable businessman. They utilized his expertise in executing many important works in that area. He  contributed significantly in building the historic Stilwell Road, constructed by the Americans during the Second World War from Ledo in Assam to Burma, connecting  to Kunming in China, and passing through Lekhapani, Jairampur, Nampong and Pangsau Pass on the India-Burma border. Originally it was called  "Ledo Road". Later it was named after the American, General Joseph Warren Stilwell, who personally supervised the construction of the road during the War. 31 kilometres  of the  Stilwell Road still lies in Arunachal Pradesh .

During the  Second World War  a few  Tai  Khampti men  went missing  from  the Chongkham  area.  After the War was over,  Chow Chali Mein  along with  his nephews  Late Chow Pann Namchoom, Chow Makha Mein and  a few  more relatives travelled  from Chongkham, upto the historic  Stilwell  Road  to Mytkyina and other places in the Shan  State ( now  Kachin state)  of  Burma in search of them. They travelled in two Willis Jeeps with trailers packed with provisions. Chow Chali Mein  himself drove one of the  jeeps  all the way to Burma.  They were guests of  the Raja of Mannow in Burma. After spending a month there, they were  successful in finding four of the missing  Tai Khampti men  but could not find the fifth.  When they realized their search for the fifth man was  futile, they returned  to Chongkham with  the other four.

An skilled shikari  and a crack shot, Chow Chali Mein would  often take  along his two sons  Chow Pok and  Chow Hula on many of his hunting expeditions. His first gun licence  was issued in 1942.  He was also an expert in catching elephants  and would organise expeditions  to catch  them from the deep forests of Patkai Hills.  He would personally supervise  their training to domesticate them. He possessed  several  elephants.

Chow Chali Mein was a visionary and a man of tall stature. His uppermost concern was the welfare of  the  Tai Khampti people.  He strived to improve the economic condition  of the  Tai Khamptis. His great qualities of head and heart drew him close to  not only his  own people, but to anyone who came in contact with him. He was a  philanthropist   and  helped   everyone who came to him for help, irrespective of  their tribe or community.  He was kind and generous  and would always ensure that whoever entered his house would not go away without having a meal.  His house would  always be full of relatives and friends, and buzzing with  activities.  Being a very sociable person, he  participated  in all social functions, always playing a key role in them. He believed  in secularism and advocated  inter- tribe peace and  harmony. He was a "son of the soil" in every sense.

Chow Chali Mein had two sons and four daughters. His elder son Chow Pok Mein followed his footsteps and continued his legacy of philanthropy, community service, and took Lohit Saw Mills and his business to another level. Chow Pok Mein was also the first member of the Agency Council of NEFA  from the Tai Khampti community.  His grandsons and great-grandsons are third and fourth generation businessmen, diversifying into tea, bamboo ply, paper industries, and are prominent citizens of Arunachal Pradesh.

Carrying on the legacy of Chow Chali Mein, his grandson Chow Tewa Mein gained the distinction of becoming the first member of the Pradesh Council and  later  first Panchayat  member among the  Tai  Khamptis.  Chow Tewa Mein then joined the Arunachal Pradesh Legislative Assembly and was appointed Minister. He is now a Parliamentary Secretary. His third grandson Chowna Mein and grand daughter-in-law Nang Sati Mein are also Cabinet Minister and MLA respectively.  His grand-daughters and great-grand-daughters are also well educated and are professional career women, thus keeping the family torch burning.

His untimely death in 1951 at the age of 65 was a great loss to the Tai Khampti society. In the 127th birth anniversary of Chow Chali Mein, this is a tribute to a patriarch, a visionary and a noble soul, from his grand children, great grand children, great great grand children, and the entire Mein Clan of the Tai Khampti tribe.

Ering urges PM to solve stapled visa issue

ITANAGAR, Nov 05:  Minister of State for Minority Affairs Ninong Ering yesterday met Prime Minister Dr. Manmohan Singh and urged him to take steps for early resolution of the contentious stapled visa issue.

Ering had a detailed discussion with the Prime Minister and urged him to intervene in the matter and initiate appropriate action with the Chinese government so that this long-standing problem can be resolved at the earliest.  “Recently, two archers from Arunachal Pradesh were issued stapled visas when they applied to visit China to participate in a tournament there. They were unable to participate because of this. This incident has reiterated the need to resolve this issue at the earliest,” the memorandum submitted to the Prime Minister said.

“The same problem has been faced on earlier occasions by other people from Arunachal Pradesh, including MPs, MLAs, athletes and even a fighter pilot who was supposed to visit China for a training exercise there, besides the general public,” it said.

“I often face embarrassing situations when my brethren in Arunachal Pradesh enquire about this issue. This matter needs to be resolved urgently to foster good relations with China and the people of my state are also eagerly awaiting such a time,” the memorandum added.

 

 

AOA, APFA welcome Cabinet’s approval of CM’s Trophy

ITANAGAR, Nov 05: Arunachal Olympic Association (AOA) and Arunachal Pradesh Football Association (APFA) has welcomed the State Cabinet’s approval of the Chief Minister’s Trophy tournaments for Football and Volleyball for both boys and girls.

While appreciating Chief Minister Nabam Tuki for his continued efforts for development of sports sector in the state, AOA secretary general Geshi Doke, who also is the general secretary of APFA, hoped that the launching of the CM’s Trophy would go a long way in exposing hidden football and volleyball talents in the state. He said that these tournaments to be conducted at block/constituency, district and finally at state level would become a major event to hunt sports talents.

He also exuded the confidence that under the able guidance of the Chief Minister, the Sports and Youths Affairs Department will become a major department in the state and produce top-notch sportspersons in the days to come.

 

 

Allocation of Kurung Kumey hydel project to NEEPCO opposed

ITANAGAR, Nov 05: The Students’ Union Movement of Arunachal Pradesh (SUMA) president Biri Tabing, on behalf of the people likely to be affected by the proposed 330 MW Kurung Kumey Hydro Power Project (Kurung Dam), has strongly opposed the state government’s decision to allocate the dam to North East Electrical Power Corporation (NEEPCO) for execution without the consent of the people. Alleging that the MoU/MoA has been made behind closed door without following the prescribed guidelines, the people living both upstream and downstream have urged the state government to reconsider the contact with NEEPCO, Tabing claimed.

“We welcome the proposed dam, but oppose the contact with NEEPCO,” the release said, while alleging poor track record of the power developer in Arunachal in fulfilling its liabilities and various other genuine demands of the project affected people.

Meanwhile, Tabing informed that the affected people (living upstream and downstream) have threatened to launch vigorous democratic movement, including filing of public interest litigation (PIL) against NEEPCO and GoAP, if their genuine demands were not fulfilled.

Later, the DC declared the College Week open by kicking off the football match between teams Takar and Polo House teams, in which the latter defeated the former.

Block Development Officer Chagam Dolo urged the students to not adopt unfair means in examination.

Earlier College Principal Robin Hissang highlighted the various problems and achievements of the college during the year. He further informed that annual college celebration has been divided into three houses, namely Donyi, Polo and Takar Houses.

 

 

HMWS conducts literary competition, plantation prog at Darka

AALO, Nov 05: Humiland Multipurpose Welfare Society (HMWS), a Darka based NGO conducted essay and debate competition among the students of Darka Secondary school on the theme ‘Deforestation and Soil Conservation’ as a part of its wide range of social awareness activities yesterday.

The society also carried out plantation programme within the school campus and planted a rich variety of ornamental trees.

On the occasion, Gijum Tali DIPRO Aalo said that nothing can be nobler for a society than to touch key issue of education. The village is recognized for producing many a luminary of the state and young generation should emulate their feats to excel in life. He encouraged the students to take keen part in such event to develop writing and communication skill which will come handy in their future life.

Members of the society, Minli Padu spelt out the objective behind formation of the society and extended his gratitude to one and all for active cooperation to make the daylong event a successful one.

The teachers from Darka School also spoke on the occasion.

The prizes for various competitions were also given away by the Tali, GB and Headmaster of the school. DIPRO

State fails to tap rich energy resource

The state unit of Bharatiya Janata Party (BJP) has raised issue of delay in commissioning the Maipani Micro Hydel Station (MHS) in Anjaw district. BJP while criticizing the state government for delay, informed that construction of said project was completed in 2009-10. According to the project report displayed on the side of the hydel station, the construction of the MHS was started in 2007-08 and it was completed in 2009-10 under SPA fund (PM package). However it is yet to be commissioned.

 Likewise there are numerous other hydel projects across state which has not been commissioned till date. Despite pumping in of huge money most of these hydel projects have failed miserably. In some case, the nodal agency for these hydel station namely department of hydro power and electrical (power) have failed to properly maintain. It’s easy to construct hydel station but one should make proper plan about how to maintain it in the days to come. The Arunachal Pradesh Energy Development Agency (APEDA) has also been not able to tap the rich energy potential of the state. The govt of Arunachal should address these concerns for proper tapping of energy resource in the state.

Start professional tourism course in RGU

Dear Editor,

Through your esteemed daily I would like to draw the attention of officials of Higher Education Government of Arunachal Pradesh. There is a need to introduce tourism management courses such as Bachelor in Tourism Administration (BTA/BTM) in degree level and Master in Tourism Administration (MTA/MTM) in PG level in our University. As we know Tourism industry is the fastest and largest industry in the globe and service provider and revenue generator of the nation and state. Arunachal has mysterious tourism potential but without management idea or knowledge how we can utilize the potential. Today most of the students’ want to pursue this course but in our university there is no tourism course in degree and PG level. In fact there is one year diploma course in RGU and Diploma course in Polytechnic College, six months certificate course in JNC community college Pasighat but this is just an awareness course. Due to lack of this course our student’s dream remains dream only. Therefore I hope concern authority will make provision and think for the fate of the students by introducing tourism course in our lonely university. We will be able to market our tourism potential to the rest of world in an innovative way to explore our richness of Arunachal as one of best destination in the world. Let’s make Arunachal as a Paradise state in the North Eastern region. Lastly it is not my appeal however it is the demand of the day in our loving state.

Govt should listen to civil society

Dear Editor,

Through the column of  your daily, I would like to lay down my view regarding present central executive members of All Arunachal Contractor’s Welfare Association (AACWA) and demands raised by them. The issue raised by association is for genuine cause of contractors. The contractors are paying VAT taxes when we purchase the materials. However again 4% is deducted from our bill as VAT at the time of payments. In which we contractor have to lose huge amount and doing works without much profits. It sometime affects the quality of works. Regarding the earnest money deposit (EMD) during tender as I am professional contractors I too participates at Assam where only we have to pay 1% as earnest money deposit (EMD) as concession for SC/ST/OBC when we produce tribes certificate. So, why our people friendly state govt is not adopting this policy for greater interest of the contractors. As per as deduction of 1% income tax from local and indigenous contractors by departments, I think this is violation of fundamental rights of local and tribal contractors as it is clearly directed from income tax department that if earning is within the territorial parts of state then tribal people are exempted from paying income tax .

As conscious citizen and registered contractors of state I appeal GoAP to initiate roundtable discussion with AACWA members for amicable solution. Because it is the duty of state govt. to listen to the voice of civil society. It is also equally responsible of civil society to bring out some constructive policies for larger interest of state people and state govt. can’t denied it.

Unhealthy road

Dear Editor,

Through the column of your esteemed daily we would like to draw the attention of Market Welfare Committee Itanagar and Municipal Councilor Ward No.05. The road that connects Vivek Vihar with Dera Natung Govt. College and Rajiv Gandhi Govt.polytechnic College Itanagar is filled with litters. Here all the waste materials, vegetables, disposal waste etc. are thrown and dispersed here and there. The road is narrow and here water remains stagnant and half part of the road is covered by waste materials, garbage’s, rodent etc. It gives foul smell which is not safe for health and hygiene. Not only that, here pedestrian’s faced hardship to walk through this. So, we would like to draw the attention of market welfare committee and Municipal Councilor Ward No. 5 to take necessary steps so that students going to college (especially pedestrians) don’t face problem.

Lastly, but not least we would like to appeal the concerned authority to direct all the shop owners to use dustbin in front of their respective shops and citizens are also requested to keep their city clean.

Do anyone cares for State branch Library Naharlagun?

Dear Editor,

Through your esteemed daily I want to convey my dismay and dissatisfaction towards the deteriorating conditions of State branch Library, Naharlagun. The said library is lacking in every spheres. I would like to express the problem, which the library is facing and they are as follows:

1. Management of books: Most of the books are out of date and needs to be updated with collection of contemporary literary works both domestic and foreign.

2. Cleanliness: the book shelves and books itself are in dire consequences; with cobwebs and dust dominating all the spaces.

3. Decorum: the present decorum of the library is not acceptable at greater extent.

Therefore I on behalf of all the book lovers urge the concern authorities to please look into the matter seriously as a token of love towards the student’s community.
